Spanish government: Block the extradition of Pavlov!

We, the undersigned, appeal to the government of Spain not to allow the extradition of Alexander Pavlov to Kazakhstan.

On the 27th of September the Audiencia Nacional court is to give its final ruling on the case of the extradition of a citizen of Kazakhstan. After all legal means have been exhausted, the government has the right to make a political decision against extradition. We do feel that in the case of an unfavourable court verdict, it would be justifiable for the government to exercise this right.

The urgency of the case is of paramount importance. We are aware of the fact that the demand for Pavlov's extradition made by Kazakhstan is politically motivated and the true reason behind it lies in Pavlov's close ties with circles that are critical towards the authoritarian rule of Nursultan Nazarbayev. We know that if extradited, Pavlov may face torture and even death as a result of attempts to force him him testify in a certain way. In relation to his case, a considerable number of Kazakhstan-based journalists, independent activists and their relatives are in danger.

Today's appeal is a continuation of a sequence of many interpellations filed by MPs in order to obtain information and explanations from the government. The timing of this appeal coincides with the start of the official visit of the Spanish Prime Minister to Kazakhstan. We feel it is crucial to emphasize, at this time, that any cooperation between Spain and Kazakhstan must be based on respect for democratic standards and values. However, this is not presently guaranteed, due to the extradition treaty that exists between these two states. Surrendering Pavlov to Kazakh authorities would constitute a flagrant disregard for these standards.
