Information about the inclusion of the Open Dialogue Foundation on the list of “undesirable organisations” has been posted on the website of the Russian Ministry of Justice.
Since 2015 in Russia, the authorities have had the ability to declare foreign organisations “undesirable”. Such status means that, according to the Kremlin, they pose “a threat to the foundations of the constitutional order of the Russian Federation, the defence capacity of the country or the security of the State”.
As of 2021, Russia’s Prosecutor General’s Office has the ability to recognise as “undesirable organisations” any institutions or projects in the world that have any connection (e.g., financial) with organisations on the Russian territory previously deemed “undesirable”.
Such organisations are banned from operating in Russia or, for example, from disseminating information in Russia.
The decision on inclusion in the list of “undesirable organisations” is made by the Russian Prosecutor General’s Office with the approval of the Russian Interior Ministry. There were 152 entities on this list as of February this year.
The penalty for cooperation with an “undesirable organization” is up to six years in prison or a fine of up to 15,000 rubles (the equivalent of about PLN 640).
