Poland has launched immediate humanitarian assistance for Ukraine, which is facing an energy crisis caused by Russian attacks on critical infrastructure. By decision of Prime Minister Donald Tusk and the leadership of the Ministry of the Interior and Administration (MSWiA), the Government Strategic Reserves Agency (RARS) will deliver 379 power generators and 18 heaters. The first transports are set to depart on Friday, 23 January.

The humanitarian situation in Ukraine is dramatic. As emphasized by the Ministry of the Interior and Administration, Russian attacks on energy and heating facilities have led to a critical situation in which nearly 60 percent of Kyiv remains without electricity, and thousands of households have no access to heating. Amid freezing temperatures, this poses a serious threat to the lives and health of residents.
Firefighters to Transport Equipment from Warsaw
The Ministry of the Interior and Administration reported that Poland is coordinating assistance from three independent sources in order to ensure comprehensive support for the affected regions. The Government Strategic Reserves Agency has allocated 379 power generators and 18 heaters from its reserves in response to urgent needs reported by the Ukrainian side. The Ministry assured that the transfer of the equipment will not affect the agency’s operational capabilities.
At the same time, under European Union support mechanisms, Poland is coordinating the delivery of an additional 447 generators. The City of Warsaw has also joined the effort, donating 90 generators. The transport of equipment provided by the Warsaw local government is being carried out by the State Fire Service.
Support from the Third Sector as Well
The logistics operation has been planned over several days. The first transport will depart on Friday from warehouses in Leśmierz, in the Łódź Voivodeship. Further deliveries are scheduled for early next week: on Monday, ten trucks will depart from Kamienica Królewska near Gdańsk, followed by additional transports on Tuesday and Wednesday from the same location as well as from Lisowice near Wrocław.
Support for Ukraine is also coming from non-governmental organizations. A consortium of initiatives, including Stand with Ukraine, the Democracy Foundation, and the Open Dialogue Foundation, is running the “Warmth from Poland for Kyiv” fundraising campaign. The fundraising target has been increased to PLN 10 million, which will allow the aid effort to be expanded to cover the entire territory of Ukraine. So far, more than PLN 6 million has been raised with contributions from over 40,000 Poles. The first shipment of generators under this initiative will depart on Friday from Wilkowice.
Around 600,000 People Have Left Kyiv
President Volodymyr Zelenskyy reported that following the latest Russian attacks on Kyiv, approximately 60 percent of buildings in the city remain without electricity, and 4,000 buildings have no heating. Kyiv Mayor Vitali Klitschko added that since 9 January, when he called for a temporary evacuation of residents, around 600,000 people have left the capital.
