As Members of the EP; we would like to raise with you the issue of worrying wave of repression, mass arrests, detentions and criminal prosecutions carried out by the Kazakh authorities against representatives of the civil society, activists, counsels, journalists and opposition voices in the country

Zhanbolat Mamay refused to give ‘self-incriminating testimony’ on the case of BTA Bank. After that he was beaten in detention centre and was threatened with reprisal. Zhanbolat Mamay has become yet another victim of the criminal case against the opposition politician Mukhtar Ablyazov.

Between 14 and 16 February, 2017, a delegation of the Open Dialogue Foundation was present at a plenary session of the European Parliament in Strasbourg. The aim of the visit was to discuss the current human rights, political and economic situation in Kazakhstan.

France recognised the political nature of the prosecution of Mukhtar Ablyazov, a longtime opponent of Nursultan Nazarbayev. The need to obtain ‘additional testimonies’ against Ablyazov led to the intensification of a ‘hunt’ for former top managers of BTA Bank.

On 9 December 2016, France’s State Council (Conseil d’Etat) rejected Russia’s request for the extradition of the Kazakh opposition politician and businessman Mukhtar Ablyazov. The request for Ablyazov’s extradition was recognised as politically motivated.

On 28 November, 2016, a Kazakh court sentenced activists Maks Bokayev and Talgat Ayan to five years in prison. The court also banned them for three years from engaging in social activities and ordered them to pay 530,250 tenge (approximately 1,500 euros).

We call upon the Czech authorities to defend Tatiana Paraskevich who has been exposed to persecution as a part of politically motivated case and now faces new threats.

The Kazakh authorities have detained more than 1,000 and arrested more than 30 protesters. Several activists, who, via social networks, expressed their intention to attend rallies faced criminal charges of ‘attempting to seize power’, ‘inciting social and national hatred’.

Kazakhstan exerts illegal and political influence on Ukraine and Russia in the framework of the criminal case against Mukhtar Ablyazov and Tatiana Paraskevich. The Czech Republic refused to extradite Paraskevich, however, Ukraine and Russia re-submitted similar requests for her extradition.

On 4 August, 2016, the Kapshagai City Court of Almaty Province ordered the conditional release of opposition politician Vladimir Kozlov. The court decision will come into force in 15 days.

On 28 June, 2016, the court in Vilnius handed down the ruling denying the requests of Kazakhstan and Ukraine regarding the extradition of Syrym Shalabayev who is a relative of the Kazakh opposition politician and political refugee, Mukhtar Ablyazov.

As early as in 2014 the Czech Republic granted to Tatiana Paraskevich subsidiary protection, refusing to extradite her to Ukraine or Russia. However, in 2016, Ukraine and Russia almost simultaneously issued identical requests for Paraskevich’s extradition.
