Within the framework of the Universal Periodic Review, the United Nations states pointed to Kazakhstan’s failure to fulfill previous recommendations, as well as the deterioration of the situation with regards to freedom of speech, assembly and religion.

One of the leaders of the Zhanaozen strike movement, Roza Tuletayeva, will be granted early release, her daughter, Aliya Tuletayeva, told the Open Dialogue Foundation. This decision was made in a cassation court session today. Tuletayeva currently remains in the colony.

The criminal case against Mukhtar Dzhakishev was politically motivated and was carried out in gross violation of the fair trial standards. Kazakh authorities did not permit Swiss doctors from the World Organization against Torture to examine him.

Since Kazakhstan’s last Universal Periodic Review, the situation regarding human rights has deteriorated. Kazakhstan’s government has failed to implement many of the reform commitments to which it agreed.

The famous Kazakh dissident and poet, Aron Atabek was transferred to a detention facility in Pavlodar, where he was held under intolerable conditions. For his attempts to defend his rights, he was placed in solitary confinement as a “deliberate violator”.

Convicted lawyer Andrey Derkunskiy, who allegedly had evidence to prove his innocence, was found dead in his cell on 22 January, 2014. The cellmate of the deceased, Daniar Tolendinov reported that he had witnessed the authorities of the detention facility cooperating with the murderers.

Kazakhstan is party to the Convention against Torture and the International Covenant on Civil and Political Rights.

Human rights and the issue of their observance have become the subject of the conference, which was held in the Senate on 16 December, 2013. The conference was organised by the Legislative Committee and the Human Rights, the Rule of Law and Petitions Committee.

The Supreme Court of the Republic of Kazakhstan has released 6 oil workers from custody, who were convicted in the Zhanaozen case. However, the court upheld the sentences of the remaining prisoners, ignoring numerous statements on the use of torture against them by the investigating authorities.
